1. When setting up a related company in PC, add the company in PC under Controlled/Affiliated Groups under the main company.  

2. Go to main plan, plan adoption, edit adoption, add related companies with adoption plan. Select checkmark for "is adopted" under the main adoption if they are participating (example below). Do not add to Relius. You will include their census data to the main adopter in Relius.
